We are a Federally Qualified Health Center (FQHC) serving all those in need in the Sacramento area. We have been a level 3 Patient Centered Medical Home since 2011 and were the first to earn that designation in Sacramento. About the Position

The Director of Patient Financial Services helps to establish, implement and maintain an effective process for enrollments, billing and claims processing and collections process for all plan payers. The Director provides oversight of the entire patient encounter, coding, billing and revenue collection cycle to ensure compliance with federal, state and program regulations and requirements.  The Director of Patient Financial Services reports to the Chief Financial Officer. 

Essential Functions:

  • Oversee, manage and monitor the day-to-day operations of the coding and billing staff and the back office third party payer plan enrollment staff;
  • Conduct departmental billing compliance training and internal billing compliance audits;
  • Develop, maintain, and revise coding, billing and collection policies and procedures in compliance with federal, state and program regulations and requirements;
  • Develop and implement employee training programs to ensure compliance with coding, billing and collections regulations and requirements;
  • Analyze coding, billing and collection processes to identify and implement performance improvements and efficiencies at all levels of the revenue cycle;
  • Analyze and resolve complex individual patient account issues, including credit balances, denials, refunds and adjustments;
  • Design and monitor key performance indicators and report risk areas to senior leadership;
  • Conduct analysis of coding and billing data to determine areas for improvement and to support requests by other One Community Health departments;
  • Maintain aging report for uncollected revenue and follow up with patients, Medi-Cal, Medicare and third-party payers on unpaid and denied claims in accordance with One Community Health policy;
  • Ensure coding and billing records are maintained properly and retained as required by federal, state and program requirements;
  • Coordinates with electronic clearing house to ensure transmission of billing information and responses occur;
  • Participates in quality improvement activities including annual training in quality improvement;
  • Analyze financial data for clinical services and case types, for negotiation of one-time-agreements (LOA) as needed;
  • Responsible for addressing operational, financial and service issues with assigned payers;
  • Maintain ongoing relationships with health plans, medical groups and other third-party payers to assure their ongoing satisfaction with One Community Health; 
  • Work effectively with all internal and external parties to resolve contract-related operational issues in a timely manner;
  • Assist Chief Financial Officer with reporting, cost setting, and other duties as assigned.

Education/ Experience Required:

  • BS in Business Administration or Finance and equivalent billing experience in Community Clinic/FQHC required;
  • Practical knowledge of entitlement programs, Medicaid and Medicare for FQHCs and third party billing;
  • Revenue cycle management experience;
  • Professional Coding Certification (i.e. CPC, CMC or CCSP) preferred;
  • Three to five year's prior supervisory experience preferred.
